These slots were then resold online, sometimes for hundreds of pounds, leaving genuine learner drivers struggling to find test availability, particularly in high-demand areas.

This activity has led to:

  • Artificially inflated waiting times
  • Learners being forced to pay extortionate fees
  • Legitimate driving schools losing access to fair test slots
  • A general sense of frustration and unfairness in the system

📅 What’s Changed from 1st July 2025?

To tackle these issues head-on, the DVSA has updated its Practical Test Business Service Agreement. These are the official terms and conditions used by instructors and driving schools when booking tests on behalf of learners.

The new rules are designed to close loopholes and stop abuse in its tracks. Key changes include:

✅ 1. No More Test Reselling

It is now strictly prohibited to book driving test slots and then resell them for profit. Any individual or business found doing so can face suspension from the DVSA’s booking system, or worse, legal action.

✅ 2. Genuine Licence Details Only

All bookings must use authentic provisional licence details, with the informed consent of the individual learner. Instructors or organisations cannot use placeholders or enter false details to ‘reserve’ slots.

✅ 3. Traceability & Proof of Consent

The DVSA now has the authority to ask instructors or booking agents to provide evidence that the person named on the booking is a real pupil who has agreed to that test being arranged on their behalf.

This ensures there’s a clear audit trail and helps the DVSA identify misuse quickly.

✅ 4. Stricter Penalties

Driving schools or instructors found breaking these updated rules could face:

  • Immediate removal from the Business Booking Service
  • Suspension of their DVSA account
  • Potential legal consequences for fraudulent activity

🔄 Changes Introduced Earlier: 10-Day Cancellation Rule

These new July 2025 rules build on a significant change made back in April 2025, when the DVSA introduced a minimum 10-working day cancellation window.

Previously, some users would book a test and cancel it at short notice if they found a better slot. This led to wasted appointments and less availability for others.

Now, if you cancel a test with fewer than 10 working days’ notice, you won’t be able to rebook or move that slot without forfeiting the fee, unless under exceptional circumstances.

  • Shorten average waiting times to under 7 weeks by the end of 2025 or early 2026
